Just a minute Governor - the Lagos Rail Mass Transit project

LRMT_smlI first wrote this piece in 2008 following the launch of the Lagos Rail Project. However, I learnt recently that the LASG is considering buying 15 yr-old 'second hand' rail coaches from Toronto Transit Commission. The question now is, what's the business of the state govt in purchasing rolling-stock, considering that the original plan was that the railway will be operated/maintained by the private sector. As you will note from my article below, the railway is intended to be delivered via a PPP, with LASG as financier of the rail infrastructure. I hope this doesn't become another Lekki Expressway Project. Anyway, let me have your thoughts.
